Character tags often behave differently from relationship and trope tags. Broad tags can outrank even very large fandom characters because they collect usage across many works.
When the mode is hard, treat the visible count range as the strongest clue. Popularity in general fandom culture is useful, but the current AO3 number is the actual game object.
The best streak builders develop a shortlist of reliable anchors: massive tags, long-running ships, and fandoms with unusually deep archive activity.
